The constant 200,000 represents 100 full-time employees each working 40 hours per week for 50 weeks: 100 × 40 × 50 = 200,000. It normalizes your incident count to a common denominator so companies of different sizes can be compared. The result is expressed per 100 full-time equivalents (FTEs).
DART uses the same base: (DART cases × 200,000) ÷ total hours worked. The only difference is what you count in the numerator.
Hours worked = actual hours worked by all employees — from payroll or timesheets. This excludes vacation, sick leave, and holidays, even if paid. Estimation is allowed if actuals are unavailable (scheduled hours or 8 hrs/workday). Include part-time, temporary, and seasonal workers; do not include independent contractors you do not supervise.
Display to one decimal place — this is the BLS convention used in its own published worked examples and benchmarks.
Under 29 CFR 1904.7(b)(1)(i)–(vi), a work-related injury or illness is recordable if it results in any of the following:
First aid only — including over-the-counter medication at nonprescription strength, simple bandaging, or a single follow-up visit for observation — is not recordable.
Note: fatalities are also reportable to OSHA within 8 hours of learning of the death under 29 CFR 1904.39. This is separate from OSHA 300 recordkeeping — the 8-hour reporting requirement exists regardless of whether your company is otherwise exempt from recordkeeping.
The most common confusion in TRIR and DART calculation is which Form 300 columns feed each rate. Use this mapping:

DART ≤ TRIR by definition — DART cases are a subset of recordable cases. If your DART exceeds your TRIR, you have a data-entry error on Form 300.
When you fill out an ISNetworld, Avetta, or Veriforce questionnaire, your TRIR is one of the first numbers requested. Hiring clients set their own thresholds — a GC in heavy construction may accept a higher rate than one doing government work or working for a utility with a strict contractor safety program.
Most platforms request a 3-year TRIR in addition to the current-year figure. A single-year rate can swing significantly for small crews; the 3-year average smooths that volatility and gives reviewers a clearer picture of your safety trend.
TRIR appears alongside EMR and your written safety programs as the three primary safety metrics reviewers evaluate. A strong TRIR with incomplete programs can still trigger a review request — the programs are what document how you achieved the number.
The Bureau of Labor Statistics releases its Survey of Occupational Injuries and Illnesses (SOII) annually. The 2024 data, released in January 2026, shows the following sector-level TRIR benchmarks. The release was delayed approximately two months due to the October 1 – November 12, 2025 federal shutdown.

There is no universal "good TRIR." Each hiring client sets its own threshold. These sector averages are a reference point — a rate below your sector average is competitive; a rate significantly above it will draw scrutiny from most platforms. Ask your GC or platform contact for their specific cutoff.
The Experience Modification Rate (EMR, or "mod") is a workers compensation premium multiplier calculated by your state's rating bureau or the NCCI using three years of your claims history. Unlike TRIR — which you compute from your own Form 300 data — EMR is computed by your insurer or rating bureau, and no public formula gives you your exact number in advance. A good EMR to understand or improve is best discussed with your workers comp carrier.
